Notice of Explanation of Project Located in a 100-Year-Floodplain
The City of Arkansas City has determined that there is not a practical alternative to locating the
proposed Arkansas Community and Economic Development Program Sewer Pond Improvement Project. This project consists of strengthening its levee walls. It is an existing facility and relocating it to a location outside of the floodplain would be cost prohibitive.
The improvements must be located in the floodplain because in order to move the entire project would be cost prohibitive.
The sewer pond has been in this location for many years, to relocate this facility would involve the purchase of land, construction of new ponds, and rerouting of new main lines from the ponds to the city. This would place too much of a financial burden on the city, by remaining at its present location, this greatly reduces the cost of the project.
There will be no adverse effects on the floodplain since the ponds have been in this location without any negative effects on the surrounding area, there are levees surrounding and separating the ponds so flood waters are kept out of the ponds and there will be no change in land use.
No adverse comments were received after the publication of the Public Notice for Early Public Review on November 20, 2022.
By publication of this Notice, the City of Arkansas City is inviting any final comments prior to undertaking the proposed action in a floodplain. All comments must be addressed to:

Notice of Explanation of Project Located in a 100-Year-Floodplain
The City of Stuttgart and the Stuttgart Industrial Development Corporation (SIDC) has determined that there is not a practical alternative to locating the proposed Stuttgart Industrial Park Utilities Upgrade and Expansion project with subject funding from the US Department of Commerce Economic Development Administration. This is an existing facility with current utilities, and relocating it to a location outside of the floodplain would be cost prohibitive.
The improvements must be located in the floodplain because in order to move the entire project would be cost prohibitive.
The industrial park has been at it’s present location for many years, and to re-locate the park would mean the city of Stuttgart would have to purchase land and install new utilities. This option is too costly for the city, the only other option is to leave the industrial park at its present location, by doing so, project cost will be greatly reduced.
There will be no adverse effects on the floodplain since utilities have already been and is presently in use within this location without any negative effects on the surrounding area, and there will be no change in land use.

Notice for Early Public Review to Support
Activity in the 100-Year-Floodplain
The City of Stuttgart and the Stuttgart Industrial Development corporation (SIDC) are applying for federal funds to make improvements in an location that is subject to flooding as identified by the Federal Emergency Management Agency (FEMA). The subject funds are from the US Department of Commerce Economic Development Administration.
The City of Stuttgart and the SIDC are proposing to upgrade and expand utilities near the Stuttgart Industrial Park.
The purpose of this notice is to comply with Executive Order 11988 on Floodplain Management by giving early notice to interested agencies, groups, and persons. The City of Stuttgart and SIDC are desirous of considering any feasible alternatives or adjustments to the anticipated project that might minimize any potential adverse effects upon the floodplain as a result of the project.
The City of Stuttgart and SIDC have additional information concerning this Project is available for review and copying upon request at Southeast Arkansas Economic Development District, 721 South Walnut Street, Pine Bluff. Any comments to be considered in the decision process, this proposed project, should be submitted in writing to Tracey Lawson, Sr., Grants Administrator, at SEAEDD, P.O.
